Sec. 2 – There shall be a Secretary and Treasurer, (both of which offices may be held by the same person,) and a Quartermaster Sergeant but neither of said offices shall confer any lineal rank.

Sec. 3 – There shall be attached to the corps at least one Drummer and one Fifer.

The uniform of a commissioned officer shall consist of a cadet gray cloth coat, single breasted with three rows of gilt buttons ten in each row, and gilt braid on the breast extending from the outer row to the centre, forming a loop beyond the outer row of buttons, with canary colored turn backs, and one slash

on each skirt with four small buttons on each slash. The skirts to be faced with canary colored cloth on the outer and inner edge, so as to thorw the gray into a swallow tail: Standing color to meet in front with hook and eye, with two rows of gilt lace around it and one row three and one-half inches long, on the front part of the collar between the other rows with one small gilt button at the end of each side next to the shoulder. The sleeve of the coat to be trimmed as follows: That of the Captain, four Hungarian Knots. First Lieutenant, three. Second Lieutenant two, and Junior Second, one. On the forearm of each sleeve

they shall wear gilt epaulets according to rank, such as are worn in the army. Straight swords, silver plated scabbards, red leather belts with sword suspended therefrom. Cadet gray cloth cap with leather sunk tip, leather chin strap, and known as Horstman & Bros. pattern No. 3, trimmed with gilt braid; that the Captain to be worn with canary colored Vulture drooping plume, those of the Lieutenants with white. Pants to be of the same material as the coat with gilt lace strips one and one eighth inches wide won the outer seam of each leg.

Sec. 2 – The uniform of non-commissioned officers and privates shall be of the same material as the commissioned officers, the coat having three rows of buttons on the breast- the outer rows having eleven, and the inner ten, standing collar, trimmed with canary colored braid as also the breast. One slash of canary colored cloth on each skirt and also on each forearm; with three small gilt buttons on each slash, otherwise trimmed the same as the commissioned officers, except the gilt braid, with canary colored shoulder knots. Pantaloons of same material with canary colored cloth stripe one inch wide down the seam of each leg. The cap same as commissioned officers, except a canary colored band around the head, to be worn with plume, white, tipped with canary.

Sect. 3 – Non-Commissioned officers and privates shall be armed with a musket and bayonet with leather gun strap, and shall wear white cross belts, and waist belts with metal clasp in front, and metal plate on cross belts.

Sec. 4 – The first, or acting first Sergeant, is at liberty to wear a short cut and thrust sword, black leather scabbard, suspended by a frog from a red moroceo belt, two inches wide, with white metal clasp in front, a short scarlet sash around the waist, over the coat with three canary colored chevrons and diamond above the elbow on each arm. The other Sergeants three canary colored chevrons only on the arm, and the corporals two.

Sec. 1 – Any person of good character and of the age of eighteen and upwards, and who resides in the county of Monroe, may become an active member of this corps by addressing a respectful letter to the "Officers and privates of the Quitman Guards" expressing his desire for membership, enclosing one dollar as an ignition fee, which application shall be read by the first Sergeant at any assemblage of the corps, and may be acted on at the same meeting, and shall be voted for "Viva Voce" unless requsted by any member to be balloted for, when a vote of three-fourths of the members present shall be necessary to admit an applicant. Should his petition be rejected the fee shall be returned to him.

Sec. 2 – Every member admitted shall be allowed thirty days to equip himself and prepare for drill for the ranks, during which time he shall not be subject to fines for non-attendance at parades.

Sec. 1 – All resignations of membership shall be handed to the first Sergeant, accompanied by a certificate from the Quartermaster Sergeant that his gun accountrements and uniform have been returned in good order. Also a certificate from the Treasurer that all dues are paid, whereupon his membership cease, provided there be no charges preferred, or are about to be preferred against him.

Sec. 1 – No person shall be eligible to any office in this corps who is not an active member thereof, and a resident of Monroe County, GA., and no officer shall retain his office after he removes without the limits of said county. All elections shall be by ballot annually at the regular meeting in May, except in case of resignation, death, removal from office

or disqualification under these rules, when if for a commissioned officer, such vacancy shall be filled by election; five days notice having first been given; and a majority of the members present shall elect by ballot, and,. Should a vacancy occur of a non-commissioned officer, said vacancy may be filled at the next meeting, regular or special, after the occurrence of such vacancy, when any private of the company shall be entitled to an election upon receiving the votes of a majority of the members present.

Sec. 1 – The First Sergeant shall keep a correct roll of the corps. Divide the company into four squads, assigning a commissioned officer, Sergeant and Corporal, to each squad, and furnish each non-commissioned officer with a roll of his squad; record in a book called the "Orderly Book", all orders received from the commanding officer, and issue the same to the summoning office of each squad within twenty-four hours after their reception; return to the Court of Inquiry all defaulters at parades, drills, meetings, alarm or guard duty, or for any other default or neglect of duty.

Sec. 2 – He shall make all company returns, provide music and check on the Treasurer for all necessary expenses of the corps, preserve an accurate account of all drafts drawn by him, and shall generally regulate the police of the corps. He shall call the roll at all assemblages of the corps, carefully noting all defaulters.

Sec. 3 – It shall be his duty to give notice to the commanding office in writing, should he at any time intend to leave the county for over one week; and, previous to his leaving he shall turn over everything in his department to the next Senior non-commissioned officer.

Sec. 1 – Each non-commissioned officer shall be provided at all times with a full and correct roll of the corps, and of their respective squads, and it shall be his duty to summon the men of his squad agreeable to orders, at least one day prior to parade, drill, &c., by written or printed notices, left at their usual residence or by serving them personally.

Sec. 2 – The summoning officers shall make a certificate return to the first or acting first Sergeant of the day of parade, drill, company meetings, &c. as may have been ordered by the commanding officer, the names of the members of their respective squads whom they have summoned, and how served.

Sec. 3 – Any non-commissioned officer intending to be absent from the county for a longer time than one week, shall notify the first Sergeant thereof, and on failing to do so after the lapse of one month, his post shall be declared vacant. Each non-commissioned officer shall assist the first Sergeant in the performance of his duties when called upon, and will be required to report all violations of these rules, that may come under their observation

Sec. 1 – The Secretary shall attend all company meetings and preserve accurate minutes of all meetings, parades, &c. record the proceeding of the Courts Martial when handed him by the first Sergeant, keep a record of the result of target practice &c., he shall serve a copy of resolutions passed at company meetings, within three days after adjournment of said meeting.

He shall notify all new members of their admission. Keep a cop of these Rules and Regulations in a book for that purpose, to which each member shall place his signature; it shall be his duty to furnish each active member of the corps a copy of these rules gratis, and extra copies for 25 cents each. Should he contemplate being absent from the county, or incapacitated in any way from attending to the duties of his office, for more than one week, it shall be his duty to notify the Commanding officer in writing, (who will appoint a substitute,) and on his failure to do so after the lapse of one month, his office shall be declared vacant. His books shall be open at all times to the inspection of any member of the corps, and he shall be exempted from the regular monthly dues.

Sec. 2 – The Treasurer shall be elected annually by ballot from among the members of the corps, the first Sergeant

He shall attend all regular meetings, and keep a book to be styled "Accounts" in which he shall keep an account with each member, entering all admission fees and fines returned to him by the Court of Inquiry, collect in all monies due the corps and pay all orders drawn on him by the Commanding officer and first Sergeant.

Sec. 3 – It shall be his duty, upon receiving a report from the Court of Inquiry of defaulters, to file the name in his office, and if within five days from the reception of any report, notice of an appeal to the company is not given him in writing, shall be then enter the same against such defaulters, and then proceed to collect the same, and whenever a member has suffered a charge to stand against him for thirty days, he shall report him to the first Sergeant in writing.

Sec. 4 – At every quarterly meeting he shall present a complete list of all defaulters, and on the first day of May of each year make out his annual returns of all monies collected and paid out, (accompanied with his vouchers for the same, ) and hand it to the Finance Committee for their inspection, to be reported on at the next regular meeting of the corps.

Sec. 5 Should he at any time intend to be absent from the county for more than one week, it shall be his duty to notify the Commanding officer in writing, and failing to do so after the lapse of one month his office shall be declared vacant.

Sect. 6 – He shall be exempt from the regular monthly dues, and his book shall be open to the inspection of any member of the corps, on demand.

Sec. 7 – The Quartermaster Sergeant shall have charge of all arms, accountrements and uniforms not in service; all ammunition, camp equipage and all other property of the corps. He shall have the arms in his charge kept in good order and deliver them to new members upon application taking their receipt for same. Shall diligently search for an endeavor to recover all arms or other property of the company in danger of being lost by death or otherwise. Shall have charge of the company room and furniture, provide material for writing, and lighting the room, and have the same lighted up at the appointed time for company or other meetings, Courts Martial or Courts of Inquiry.

Sec. 8 – He shall obey all legal orders concerning his department, and on the first of May annually, shall make a written report of the condition of his department. Number of arms, accountrements, and uniforms, and amount of ammunition on hand, to be laid before the company at its next regular meeting.

Sec. 9 – Should he contemplate being absent from the county or be incapacitated by sickness or otherwise from attending to the duties of his office for more than one week, he shall notify the commanding officer in writing, and on failure to do so his office (after the lapse of one week,) shall be declared vacant.

Sec. 10.- He shall be appointed by the commanding officer from the members of the corps, the first Sergeant excepted, and shall be exempt from payment of monthly dues, and from all parades or drills and be allowed ($10.00) ten dollars per annum as compensation and on failure to perform any duty assigned, shall be fined one dollar.

Sec. 1 – Each person on petitioning this corps for active membership shall pay the sum of one dollar as an admission fee, and each member, except the Secretary, Treasurer, and Quartermaster Sergeant, shall pay to the Treasurer by the fifth day of each Month, the sum of twenty cents as a contribution to be placed in the general fund of the corps to defray the expenses for which the fines may be inadequate- and no other contribution voted by the corps shall be charged to any member without his consent.

Sec. 1 – The commanding officer at the regular meeting in January, May, August and November, shall appoint a Court of Inquiry, consisting of a commissioned officer, two non-commissioned officers and four rivates; not less than five to act to whom all excuses for non-attendance at squad or company drills, regular or special meetings, alarm, or guar duty, shall be made in writing; who shall pass upon the same, and if not deemed sufficient, shall report the same to the Treasurer, who will proceed to collect such fines, at the expiration of five days,

provided an appeal is not filed in writing with him by the member thus fined.

Sect. 2 – This Court of Inquiry shall meet on the first and third Friday Night in each Month, for the purpose of reviewing and passing upon all excuses handed in to them, and shall have the power to summon any member as a witness they may deem necessary in the investigation of any case brought before them.

Sec. 1 – Should said Commissioned officer be guilty of un-gentlemanlike or un-soldierly conduct, disgraceful to the uniform, and tending to bring the corps into public contempt, by order in this cops, he shall be answerable to the company convened for that purpose by the officer commanding, or if he be under accusation, by the next senior officer.

Every officer so accused shall receive notice of the accusation preferred against him which shall be given in the following manner:

A statement of the charges and specifications shall be made in writing, and signed by three members of the corps, which charges and specifications shall be deposited with the first Sergeant, who shall record the same on the Orderly Book and upon being endorsed by the officer commanding, or if he be accused by the next Senior officer, shall serve a copy thereof upon the accused at least five days before the meeting of the company, aforesaid, at which meeting the accused shall be bound to answer the charges against him, personally or in writing, and failure on the part of such officer to plead the charges against him as herein provided, shall be considered as a confession of default, unless a satisfactory excuse is offered for non-appearance, when the meting shall be adjourned to a future day.

The vote of a majority present shall be required to convict, and if convicted, he shall be bound in honor to resign.\

Sec. 2. – Any Non-commissioned officer or private guilty of un-soldierly or degrading conduct, disobedience of orders or of any offence specified in the proceeding Section, shall be answerable to the Court Martial, which shall consist of one commissioned officer, who shall be President thereof, two non-commissioned officers and four privates, to be appointed by the officer commanding, and they shall attend in full uniform at such time and place as President thereof shall appoint; and the Court thus constituted being put upon their honor by the President, shall have power to fine, censure, cashier, expel or acquit, to be approved by the commanding office. Non-commissioned officers and privates subject to the decision of the tribunal hereby constituted, shall receive notice of the accusation preferred against them, in the manner prescribed in the 1^st section of this Rule, at least five days before the time of sitting, and if the accused shall fail personally to appear when summoned before the court, he will be considered as having acknowledge the default provided he was not absent from the county or sick at the time of the sitting of the court, and should it be impossible, for any cause, for the accused to make his appearance, a letter to that effect to the Commanding Officer shall authorize him to order an extra session of the court to take the matter into consideration. It shall be the duty of the presiding officer immediately after the adjournment of the court to submit to the officer commanding, a return of its proceedings for his approval or disapproval, and if approved, the same shall be endorsed, and handed the 1^st Sergeant, to be by him entered in the Orderly Book. If not approved by the Commanding officer, he shall give such directions as in his judgment

he deems best. Any member guilty of a contempt of this Court, or of insolent or improper behavior, or who refuses to submit to its decision properly imposed, shall be expelled at the next assemblage of the corps.

Sec. 1 – There shall be four regular parades in each year. Namely, On the 22^nd day of February, 26^th of April, 1^st day of May, and on the 4^th of July, except when those days fall on Sunday, and then the succeeding Monday.

Sec. 2 – The Regular Company Meetings shall be held on the second Thursday in January, the second Thursday in May, second Thursday in August, and second Thursday in November.

Sec. 3 – The commanding officer may order such extra parades, drills, and company meetings on matters of business, as may appear to him necessary. One-half the members in the town shall constitute a quorum.

Notices of all parades, drills, and company meetings shall be issued by the commanding officer two days previous to such parades, drills, or meetings.

Sec. 4 – The Roll shall be called on each parade, drill, or meeting, fifteen minutes after the hour for assembling, whereupon the company shall be under the command of the Senior officer present.

The want of a summons shall not be received as an excuse for a default at any regular parade or meeting, and will be no justification to a summoning officer for neglect, his duty being to summon in all cases.

Sec. 1 – A committee consisting of a commissioned officer and two non-commissioned officers, (a Sergeant and Corporal,) shall be designated by the First Sergeant, to serve for a space of three months, when it shall be relieved by another committee to be appointed in like manner, the several officers serving in turn.

Sec. 2 – This committee shall meet weekly for drill. A list of the men to be drilled shall be given to the commissioned officer by the 1^st Sergeant, and no member shall appear in any public parade or drill, until he has certificate from this committee for his proficiency in the school of the soldier.

Sec. 3 – The commissioned officers shall alternate on drill nights, in lighting the room, summoning men, &c.

Sec. 4 – The commanding officer shall appoint at the meeting in January of each year, a Finance Committee, consisting of three members, whose duty it shall be to examine the books and accounts of the Treasurer, and Quartermaster Sergeant, and report upon the same at the regular meeting in May.

Sec. 1 – All excuses when a member claims exemption from fines must be made in writing to the Court of Inquiry who shall pass upon the same, and should he be aggrieved by that decision he has the right to appeal to the company, provided such appeal is made in writing and handed to the Treasurer within five days after the decision is made.

Sec. 2 – Any active Member failing to attend three successive regular meetings of the corps, unless excused by the commanding officer shall be expelled. Any member absenting himself from town after the reception of a summons, shall be liable to the fine for such assemblage.

Sec 3. – The following fines shall in all cases be enforced, except when a member is excused by the commanding officer or Court of Inquiry.

Absence at Roll Call 25 cts.

Absence at Regular Meeting $2.00

Absence at Regular Parades $1.00

Absence at Ordered Parades or Drills $1.00

Absence at Ordered Company Meetings $1.00

Absence on Funeral Occasions $2.00

For every article of uniform or accontrements, he may be deficient in on parade or drills, for each article . 25 cts

For unclean uniform or belts (Each) 25 cts.

For arms in bad order .50 cts

For wearing his uniform on other than a company occasion, (unless permission be granted by the commanding officer.) $5.00

For lending his musket to any other than a member of the corps $1.00

For absence after once appearing at any assemblage of the corps without permission $2.00

Sec. 4 – Any subaltern or non-commissioned officer intending to be absent from town, and neglecting to give notice of the same, shall be fined.$2.00

Any non-commissioned officer for neglecting to summons his squad when ordered, (for each member)………………………………………………..25 cts

For neglecting to attend drills $2.00

For neglecting to attend and open the drill room when on the drill committee. $1.00

For neglecting to obey a summons to appear before the Court of Inquiry (Either non-commissioned or private) $1.00

Sec. 5 – The officer Commanding has the power to excuse any member of his corps from any duty required by these Rules and Regulations, grant furlough or leave of absence as in his judgment he may deem best. Reduce to rank any non-commissioned officer, or impose any punishment for neglect of duty or improper conduct not provided for in these fines and penalties.

Sec. 1 – There shall be elected from time to time Honorary Members of this corps, to the number of twenty, in the following manner, and under the annexed conditions.

Sec. 2 – At any assemblage of the corps, upon the nomination of any man of respectable standing, resident of Monroe County by an active member of the company, there shall be a ballot taken and if the nominee receive two-thirds of the votes cast, he shall be declared duly elected an honorary member thereof, otherwise rejected. Said members upon being furnished by the Secretary of the company with a certificate of said membership, shall be required to pay the sum of five dollars and like sum annually thereafter, so long as they continue members, but they may tender their resignation at any time to be acted on by the company as required in Rule 4, Sec. 1^st of these Regulations.

Sec. 1 – This corps shall celebrate its anniversary by a parade and firing for the company medal, to be awarded to the member making the three best shots, who shall hold the same until contended for at its next anniversary. The distance shall be not less than one hundred yards; nor any musket used except those furnished by the company.

On the death of any member of the corps, it shall be the duty of the whole corps to do all military honors to the deceased.

Sec. 1 – Any amendment or alteration to these Rules and Regulations may e proposed at any assemblage of the corps; but such proposed amendment or alteration must be handed to the Secretary in Writing at such meeting, and shll not be acted on until the next meeting thereafter, when if a majority of the active members of the company be present, and a majority of them consent, the amendment or alteration shall be made.
