Joseph Mayo, Jr. Esquire, left a 27 May 1780 Henrico County will by which he emancipated his slaves which numbered about one hundred and fifty. He died 24 May 1785, but his will was not proved until November 1791. At the time he wrote his will it was not legal to manumit slaves other than for special services rendered (such as aborting a slave revolt), and the emancipation required approval of the General Assembly. So Mayo wrote, "It is my most earnest request that the gentlemen who shall be named and appointed executors of this my last will, petition the general assembly for leave to set free all and every one of the slaves of which I may die possessed on account of their services to me whilst alive, and I intreat my said executors to leave nothing undone which may be requisite for obtaining the manumission of the said slaves..." Joseph Mayo's slaves over the age of 16 years and from 12-16 years were listed as taxables in his Mecklenburg County estate in 1783: Slaves aged 16 and over: Fortune, Will, Jack, Bristol, Jeffrey, Sci, Doll, Ciller, Pompey, Sue, Linder. His emancipated slaves Jamey, Jubiter, Charles and Tom were in Mecklenburg County, Virginia, on 14 December 1789 when the court ordered the overseers of the poor to bind them to Benjamin Morton of Halifax County, Virginia, "with the exception that from the peculiar situation of these people that learning them to read, wright and the performance of arithmatick be dispensed with" [Orders 1787-92, 461].
